Rachel Reiber has more than twenty years of experience in regulatory and administrative law and represents companies before the Federal Communications Commission (FCC), the Kansas Corporation Commission (KCC), the Kansas legislature, and numerous municipalities. She joined Martin Pringle after an 11 year stint in government followed by 11 years as in-house regulatory and government affairs counsel for Sprint Corporation and Everest Connections. 

Rachel previously worked as a staff attorney for the KCC and for the Federal Energy Regulatory Commission (FERC) in Washington, D.C. In 1991, the governor appointed her to serve as a KCC Commissioner, a post she held for a four-year term. While a KCC Commissioner, she presided over hearings that approved a merger between the two largest electric utilities in the state and over hearings that significantly modified the proration rules governing the Hugoton gas field. Her service to the KCC, the state agency that regulates the rates, service, and safety of public utilities, oil and gas production, and environmental resources, was instrumental to her development as a lawyer. At Martin Pringle, Rachel’s practice is focused on telecommunications, energy, and public utilities law – all disciplines regulated by the KCC.

Telecommunications Law

Rachel is well versed in the federal and state regulations applicable to cable companies and other telecommunications providers. She has experience in litigation, policy advocacy, preparing certificate applications and tariff modifications, negotiating telecommunications and cable franchises, regulatory compliance, and due diligence. Rachel ably guides clients through the FCC’s compliance requirements, KCC certification, and the negotiation and approval of interconnection agreements.  Rachel is recognized as a skilled negotiator. She is an impressive advocate as well, adroitly handling arbitration, mediation, or litigation.

Energy Law

Rachel is a trusted advisor to clients in the energy law field. Having worked as an attorney advisor in the natural gas pipeline rates section at the FERC, she is intimately familiar with interstate natural gas pipeline issues. She also advises clients concerning electric transmission, avoided cost methodology, and other issues relevant to wind farm development.

Public Utilities Law

Rachel has experience handling other public utilities matters as well.  She appears on behalf of natural gas distribution companies, electric companies, and oil pipelines in the general rate cases and tariff matters and has advocated their policy positions in KCC general investigation dockets.
